CAISO Demand Response

The Base Interruptible Program (BIP) is intended to provide load reduction on a day-of basis when the California Independent System Operator (CAISO) issues a curtailment notice. In return for payments of up to $100k/MW/year or more customers enrolled in the program are required to reduce their load down to or below its Firm Service Level (FSL).


Each of California’s major utilities (Pacific Gas and Electric (PG&E) and Southern California Edison) offer BIP. BIP is a tariff based, curtailment-triggered demand response program that the utilities may dispatch for either local grid or system-wide emergencies when they need head room between demand trends to supply limits.
While DRAM was dispatched for at least an hour every month (12 times annually) regardless of the condition of the grid, BIP on average has been dispatched only 2-4 times annually.
