The Midcontinent Independent System Operator (MISO)
manages the grid across 15 US states and the Canadian province of Manitoba, serving 45M people. Its capacity market, the Planning Resource Auction (PRA), is the mechanism that pays for reliability.
Utilities must show they hold enough capacity to cover their peak plus a reserve margin (a safety cushion above expected peak demand) and the auction prices whatever is left over. This mean when power supply is comfortable, power prices stay low. When that supply gets tighter, demand stays high, resulting prices can be several times higher in a single year.
