In brief | BSC Modification P415
In October 2023 Ofgem issued its decision on BSC
Modification P415, titled “Facilitating Access to Wholesale
Electricity Markets for Flexibility Dispatched by Virtual Lead
Partners (VLPs)”.
This significant development marks a watershed moment for the
UK’s electricity market, as it enables independent aggregators to
access wholesale markets without the need for a supply license.
Flexibility from traditional demand response, distributed energy
resources (DERs), electric vehicle (EV) charging hubs, and other
behind-the-meter assets can now be sold into the wholesale
market through these aggregators.
Previously, independent aggregators managed such flexibility
but were unable to participate directly in wholesale markets.
With this code modification, a wider range of participants—
including aggregators of DERs like battery storage, demand
response, and renewable energy generators—can optimize
flexibility across the entire value stack of services in both energy
and ancillary markets.
In this paper, we examine the impacts of these changes and
explore how they reshape the landscape of the UK’s electricity
market.
